officially passed and published, or a quote from it, with all the details 
including dates and/or times passed and/or in effect, accessible on the web 
outside Egypt, and/or a copy of the complete text, in a form which may be 
auto-translated to English for posting, e.g.

which is pretty ideal, as it quotes the decree and publication date, thre 
previous legislation, and the date and time of the change and return to normal.
