[tz] Summer Time in Palestine for 2023s year

Thanks for the info. I installed the attached proposed patch into the 
TZDB development repository. This patch affects only commentary, as the 
repository's data for spring 2023 already match what you sent. We plan 
to release a new TZDB version soon.

As I mentioned earlier, in TZDB we are guessing that next year Palestine 
will spring forward on 2024-04-13 at 02:00, and that the year after that 
it will spring forward on 2025-04-05 at 02:00. If these guesses are 
incorrect, please let us know as soon as possible. The longer the 
Palestinian government waits to decide about clock changes in 2024 and 
2025, the more likely its residents' clocks will be wrong, due to the 
delay in propagating TZDB data to cell phones and computers.
