[tz] Proposal to revert 2023b's Lebanon data changes

Dear Sir/Madam at IANA,

Please note that the *Prime Minister *(Najib Mikati) of Lebanon/Beirut has
reverted back his previous decision (of delaying the DST change until April
2023) *and decided yesterday to apply the summer DST time as of Wednesday
March 29th at midnight. *(which equals to the night of March 29-30)
