[tz] building on Windows

At least on my home system with Ubuntu for Windows, running "make" in a
source directory created from the 2022c distribution buys a working zone
information compiler. Customization of "make install" will depend on how
the installed files are to be used (in native Windows, under Ubuntu, or
otherwise).
