[tz] If leap seconds go away, should TZif leap-second tables expire?

And the second is expected to be redefined in CODATA 2030 or earlier publication
using better frequency standards than caesium - possibly strontium.
[Reminds me - CODATA 2022 - should it not be out by now?]
