[tz] TZ patch to fix broken link

Hello TZ group,
Attached is a patch to fix a broken link in the africa file. Following the
guidelines in the contributions file
<https://github.com/eggert/tz/blob/main/CONTRIBUTING>, it sounded like this
was the preferred place to email the patch, but please redirect me if it
should go elsewhere.
