[tz] [PROPOSED 1/2] Streamline tz-link a bit

* tz-link.html: Defer to the Timezone Boundary Builder web page
for a list of libraries that use it, as its list is larger and
better-maintained than ours. Mention how old the Manifold map is.
Mention WRC 2023 resolution on leap seconds.
