[tz] Kazakhstan (all parts) switching to UTC+5 on March 1, 2024

Thanks for the heads-up.  I've installed the attached patch to the
development repository.

This means our latest release will be wrong for eastern portions of
Kazakhstan in just under 6 weeks, so we'll need a new one soon.
