[tz] Kazakhstan (all parts) switching to UTC+5 on March 1, 2024

Hi,

Here is an official link to the Prime Minister's website (published today

Seems PM signed the decree yesterday. Paragraph 3 and 3.1 states to switch
to +5 to all oblasts (states).
