The article notes that Washington state adopted permanent daylight saving
time in 2019, contingent on federal approval; that approval not having been
provided, the current proposal is to use standard time year-round (a switch
that does not require federal approval but allows the state to "ditch the
switch").

...and includes "...this act takes effect on November 4, 2024."

(Meanwhile, I've yet to find the introduction of a time-change bill in the
Maryland legislature; bills have been introduced the last few years.)
