Ukraine seems to be getting rid of DST, according to

"During a meeting of the Verkhovna Rada of Ukraine on June 16, daylight 
saving time was canceled. According to MP Yaroslav Zheleznyak, 261 MPs 
voted in favor of the bill. Now it must be signed by the President of 
Ukraine, and then it will come into force."

It seems they will plan to set back time this autumn to winter(standard) 
time, and then stay on that.
