yes, outlook 7.0 supports and recognizes idn at idn.idn, which also receives IDN at idn via pop3.
But it can not support the sending of  idn at idn.idn via SMTP.

Outlook client for windows does support and recognize idn at idn.idn Cyrillic email
It doesn't fly with hotmail / outlook web email though.
