On another busy list devoted to mail system operators, a person from IBM just asked "how much support is there for UTF-8 in email headers?" and someone replied "it's a great spam indicator". It looks like several sysadmins in the US really believe that :-( Did you try to ping people at Gmail/Hotmail over this?
