You may not be aware, Jeff, but you are not only an observer, but rather 
a voting member of the group by default. That puts you in the position 
of being directly involved in the policy generation and outcomes of the 
UASG, whether you are actively pursuing that or not. Think of the UASG 
as one huge ICANN Working Group for practical purposes (I am not saying 
it is one, but I am saying in practice that's the closest comparison). 
Therefore, mailing list participants need to have a SOI.
