UA EAI WG colleagues:

I think we made very good progress in today's meeting.  It seems to me that switching from the table-formatted 5-year action plan to a text document will make it much easier to plan out the work of the EAI Self-Certification Program.

After our meeting, I took the liberty of moving the remaining items related to the Program from the 5-year plan table[1] to the text document[2]. I changed the title of the text document to: "EAI Self-Certification Program: Plan".

All the text I moved is under one or another of the Needs Clarification sub-headings. Our next step for this plan is to go through each item under Needs Clarification sub-headings, improve the wording, and place that item in the correct place in the document.
