That is because EAI readiness/awareness is slightly easier to “measure” on a mass scale.
A simple SMTP connection to existing MX would give an indication of whether SMTPUTF8 is turned on, thus providing an indicator. We can debate how accurate it reflects UA readiness but nonetheless it provides an indication.
I personally think it is not a bad estimate of UA readiness, and it does at least give us an objective “indicator” (again it is not intended to be an absolute measure but simply an indicator) of how much UA “awareness” there is in particular regions.
In fact, I would like for us to promote this methodology to all ccTLDs (possibly through the regional ccTLD associations) to self-report on a regular basis, say quarterly, so we can not only have a global indicator but have a comparable
In short, if each TLD run their zone against all MX found in domains registered, we can compile a global statistic on EAI readiness which I believe could give us a reasonable indicator of UA awareness (not necessarily readiness because it takes much more from aware to become ready whereas for EAI it takes less to turn on accepting SMTPUTF8). Even if we just all it UA/EAI readiness index we at least have globally comparable time series to look at.
