I later found out that there are two different products: wordpress.com and wordpress.org. The lack of IDN support is from wordpress.com.

Subject: [EXTERNAL] [UA-Measurement] IDN support in WordPress

From its support page https://en.support.wordpress.com/domains/map-existing-domain/

Internationalized Domain Names (IDNs)

Your domain name is an IDN if it contains language-specific characters such as ä, û, ע, ж, 字, मा. Domain registration, transfers-in, and mapping for IDNs, also known as Internationalized Domain Names<http://en.wikipedia.org/wiki/Internationalized_domain_name>, is not currently supported at WordPress.com.
If you are curious, there is a series of forum posts on the subject https://en.forums.wordpress.com/search/internationalized+domain+names/, and in here https://en.forums.wordpress.com/search/idn/page/3/. Posts go back to 2007, and the response from WP staff is the boiler plate found in the FAQ.

Of course, IDN is only one of the many test cases.
