[UA-Measurement] Action required: please review ICANN79 UASG Plan and Governance Slides

Hi

In light of the Multistakeholder model's commitment by ICANN and its groups, why are decisions taken in the Universal Acceptance Steering Group (UASG) not inclusive and transparent? In particular, with reference to the recent notion of UASG leadership implementing a Statement of Intent (SOI) without seeking community consensus?
Is it not the case that UASG should have asked for community agreement, assembled a small group to determine the specifics of the SOI implementation, presented the results to the community for approval, and then made the announcement?

@Anil Given that these actions help to guarantee that democratic procedures are followed within the organization, is it justifiable for you as the chair of the UASG to authorize them? The community has no objections to have SOI but will not accept the SOI implementation procedure adopted by UASG, and its timliness will embarrass the UASG leadership.
