[vip] IDN Variant TLD program - Risk Analysis Studies

Dear Pascal,

There is no public comment open on this paper. It was posted as a report
summarizing work in the last few months.

I suppose this mailing list is a good platform to start any comments or
discussions on this topic as it was intended to be a platform to discuss
IDN variant related issues.
