Hi Andrew,

This is the proposal from the Arabic Script Community to form the Arabic
Script Generation Panel and not the proposal of the actual Arabic Script
LGR. Confusing use of the word proposal but it refers to two different
things.

There is no requirement to publish the proposal to establish a panel for
public comment, see section B.2.1.1 of the procedure.
In the case of the Arabic Community, they wanted wider visibility of the
proposal to script community and that is why they published it on the
project website.
