[Ws2-jurisdiction] Influence of Jurisdiction Stable Draft

Kavouss,

In this case, all I mean by "stable" is that the draft is at a common
stopping-point so it can be discussed by all parties from the same draft.
This does not mean that it reflects consensus or the "temperature" of the
subgroup.  These documents will continue to be developed by the Subgroup.
