[Ws2-jurisdiction] [Issue and Solution] Non-US Based Registrars and Following OFAC

This would make a nice side (but separate) recommendation to a main OFAC
recommendation that seems to be taking shape as of today's call. In any
case I would support it and I would like to bump it up for discussion since
the list is moving quickly these days.
