[Ws2-jurisdiction] Recommendation 2: Applicable Law and Choice of Venue

A reminder that we were supposed to spend this week working on our second
recommendation, currently at:

I see that Raphael and Jorge made a number of proposed changes to this
recommendation over the past week.  It seems that the rest of the group was
otherwise engaged.

I encourage the rest of us to engage with this document before our upcoming
call, where it will be discussed If we do not focus, we will not succeed.
