[Ws2-ombudsman] Draft progress report for the Work Stream 2 of the Ombuts DT

As promised during our call last week, I have drafted a first report on our
Ombuds DT. 
 
The document is attached as a .doc and as a PDF (in 3 pieces), and I¹ve
posted a Google Doc where participants and observers can add their
suggestions.
