[Ws2-staff_acct] Draft SubGroup report for Hyderabad.

Hi,

How about something like:

Are there rules and standards governing the sharing of information and
instructions across functional boundaries, which may have conflicting
obligations, within ICANN staff.  If there are such rules and standards,
what are they and where are they documented?
