[Ws2-staff_acct] cancelling upcoming meeting

Hi,

Since the letter from the Board explaining the problems with this
group's proposal has not yet arrived, I have asked that the meeting be
cancelled.

I would have cancelled earlier but was making a last check of whether it
was in the process of arriving.  Does not seem to be.
