[CCWG-ACCT] WA4 list repurposed to [ST-WP] + Call for Volunteers

Dear all, 

Per chairs' request, I have repurposed the WA4 list
(ccwg-accountability4 at icann.org) for the Stress Test Work Party [ST-WP],
which is a natural evolution for the work. The archive will reflect this
change, since the new subject line prefix will be [ST-WP].

The current ST-WP includes:
