Hi,

Any change that is substantive, i.e more than clarification, will, I
believe, require another comment period.
But after that 'final' comment period, it might be advisable to go
directly to the chartering organizations for formal approval. And if
they reject it, then we could go back to the drawing board.  Otherwise
we could tweak and comment forever.
