[CCWG-ACCT] CCWG - Recommendation 5 - Mission - Conclusions

The words were used multiple times by Larry 
Strickling and the NTIA were that we must ensure 
"The neutral and judgment free administration of 
the technical DNS and IANA functions"

I can't say I know the the word means either, but that is the phrase used...
