Nigel is wrong, it is not the "Ask For More" tactics.

I am on record before we started to deliberate that we would
deliberate to no end, produce a proposal, maybe even a good one,
though we didn't, and then ICANN would do whatever they want with it.

As they have done on at least two Task Forces/WGs I have been on.

But, Nigel is right, why are you surprised?
