[Alac-sc-outreach] Marrakesh Outreach

As I have mentioned on our  Outreach and Engagement and at our NARALO calls
the outreach we have been doing for  ICANN PR in Oct 2016 is a secession of
engagements over a longer period of time to build a culture of trust and a
relationship.  To invite a bunch of people to a meeting that you don't know
or have no relationship with will not be successful.  Outreach to Civil
Society and Universities require existing channels of communication that
provide perceived  value
