We are unable to confirm a timeline at this stage due to the changes made to the budget following the Board review and reintroduction of CROP. The launch of the program is therefore delayed and this is entirely out of our hands. We are doing our best to finalize CROP guidelines and launch the program as quickly as possible based on the changes due to the revised budget allocation for the program.

Thank you Benedetta, the explanation is much appreciated.

An additional but important question for APRALO.  How long will if take before we get final confirmation about the CROP guidelines? CROP expects a 6 week timeframe outside of which applications have to be made before an event. We only have 9 weeks before the APrIGF.

So our timeframe is very short and we need to know asap. Do you think this is still doable?

Thank you for your follow up. We indeed didn’t get through the entire presentation on the call, which might have sparked some confusion!

The purpose of CROP hasn’t changed from previous years. However regarding the discretionary outreach funds as part of the Additional Budget Request process I would advise liaising directly with Heidi and internally within At-Large since we are not responsible for developing the criteria for the use of the discretionary funds.

For specific questions about upcoming potential CROP trips we need to await final confirmation on the guidelines which will allow us to answer specific items. It will continue to work with similar steps entailing liaising with GSE VPs from each region as per current procedures. We should know more soon and will ensure communicating final guidelines asap.

I mentioned the out of region item since it was brought up on several occasions recently by At-large with concerns about ICANN meetings not occurring in all regions within one fiscal year; so I wanted to reassure you all that staff is taking this into account when looking at updated guidelines to ensure fairness across the board.

I hope this clarifies things and remain available if you have further comments or questions.

It certainly is helpful, because I do not recall any real discussion of CROP in our call. Granted we didn't have the benefit of slides to be able to get an overview of the discussion as it was taking place, so this did create some confusion.

But your notes still do not give the RALOs any guidance on how  they can use CROP as opposed to the other funding which Heidi said was $4000 per RALO..  What is the purpose of each of these different funds, and what is the difference between them?  And, what does the "reduced envelope" for CROP imply in real terms for outreach travel?

And what constitutes an ICANN meeting event, for example for the APrIGF, ICANN has contributed significantly to the Fellowship programme to enable Fellows to come to Vanuatu from around the region. But Save is not actually going to be there.  Is this still considered an ICANN event because it has sponsored a major activity?

Also, from what I understand CROP was never supposed to be used for travel outside of a region anyway, so I am not sure why it has been mentioned several times.

Thank you for your follow up and questions. As per the information provided on the call and the slides which I believe At-Large staff posted on the relevant wiki space, CROP is being reintroduced in FY19. The Board approved for a 50k allocation for CROP and Policy staff administering the program is currently working at updating the guidelines and the Wiki space accordingly.


The community will be updated as soon as more information is available and will receive an email regarding the launch of the CROP wiki space as per usual practice. This year this is slightly delayed due to the budget changes after the public comment process, but please rest assured that we are making this a priority and will communicate guidelines asap.


Please note that the focus will be ICANN public meetings and/or meetings with significant ICANN presence and organization in partnership with ICANN GSE VPs, especially in situations where a public meeting is not occurring in one of the RALO regions. We are therefore taking all these factors into account to ensure the program remains fair across the board and accessible to promote outreach activities


Due to the reduced envelope we don’t think full allocations will be allowed and are tentatively looking at reduced slots per RALO and GNSO constituencies for regional travel using these guidelines. No out of region options will be possible.

Following the ALAC Sub Committee on Outreach and Engagement call, we seemed to have skipped discussing the CROP Travel lots.

According to the revised budgets, CROP experience a new terms and conditions and also 50% budget cuts. We would like to inquire the following:

How many trips are permitted per RALO?
What type of trips since the new rules justify that CROP will be used for ICANN sponsored events as these are CROP Approved trips.

​As the RALOs are in the process of drafting there Regional Strategies, there is need for the Outreach and Engagement WG members to clearly understand the new changes such that these can be communicated directly to the members of the respective RALOs.

Explanation is very important in this case.
