[AT-Review] Working Group draft framework document

Attached is a draft framework document that the Review Team developed
yesterday.  It is subject to change and the proposed Factual Statement
reflects nothing more than a hypothetical at this time.  Please review and
provide any feedback you may have.  The Working Groups have been tasked to
restate their respective work results to date to conform to this framework
and to send to it you and your team by Saturday in advance of the ATRT call
on Monday.  (Again, the framework could be subject to evolution but this
should give you a clearer picture of how the WGs' work will be organized.)
