Dear ATRT members:

A quick follow-up to your discussion about there being no need to post the
final report for public comment.  Section 9.1 of the AoC says:

"Resulting recommendations of the reviews will be provided to the Board and
posted for public comment."

For the benefit of members not in the meeting this afternoon, this
discussion arose out of comments I made about considering a reasonable
timeline for implementation of the ATRT's recommendations.

I suggested that one feasible approach was for the ATRT to recommend that an
implementation plan be developed for the full report, rather than inserting
deadlines for individual recommendations.  This would enable staff to work
with all entities involved to create achievable work plans and deadlines.

Taking each recommendation on its own -- without consideration of when the
Board will be able to act on the report, whether staff resources are
available to implement (current work load/obligations), whether funding is
available (and how much is needed), etc. -- and assigning deadlines may
result in the ATRT recommending deadlines that are not achievable.

Ultimately, of course, it is up to the Board to act on these
recommendations.  I assume that this action could take various forms.  The
Board could (just as an example) direct staff to (and request appropriate
entities to) develop an implementation plan for some or all of the
recommendations and execute the plan subject to Board approval.  Part of
implementation normally would be conducting financial analysis, analysis of
skill-set and resources needed, and assessment of "implementability."  In
addition, we usually try to include new activities in community discussions
about ICANN’s annual strategic/operational plans and budget (ICANN's fiscal
year ends 30 June).
