Attached is the most recent version of the document.  First let me note the
following:

 

-          There are more edits to be made to the respective WG sections.
The edits provided by Fiona offer a nice model for "updating" the respective
WG sections to reflect the incorporation of public comment and inputs from
the Cartagena meeting.  I will follow this model in edits I will make to WG#
3 section.

-          We will need to cite to public comments that we received in
Cartagena (yes Cheryl including the At-Large comments which I have read and
which do have bearing on a couple of the recommendations) and we will need
to articulate the arguments that we agreed with in modifying recommendations
and identify some comments that we "rejected" and articulate those reasons
as well.

-          This final drafting and polish (including correlation of
numbering schemes for the recommendations, identifying the "priority"
recommendations (given Larry's list used the "old" numbering scheme we will
have to re map those) and to scrub the footnotes etc.

-          I am committed to continue working on the document past the
Christmas holiday to ensure we have a strong and clean document to submit to
the Board.

-          That being said, please get any edits you have in quickly (James
do you want to take a crack at WG#4 or shall i?  I don't mind either way.)

-          Please read the Executive Summary (noting that I will be adding
"Findings" excerpts before each group of recommendations in the next draft

-          Please read Appendix A and Appendix B - these contain the
description and background of the ATRT process and the ATRT's "observations"
about what could have gone better.
