Enclosed please find edits to the WG 2 report for inclusion in the final document.  The edits fix a couple of typos and include a new section on the reaction to the WG 2 related draft recommendations in the comment process and Cartagena sessions.  Please review carefully.

 

The WG 2 recommendations are just a cut and paste of those contained in Chris’ document so they should be the same.  Note that that recommendation 13 should also include the sentiment that the length of the GAC-Board meetings should be increased not just the frequency (i.e., the idea that a one hour session at each of the three yearly meetings is not sufficient).  In this WG 2 document that is recommendation #5 and the word “longer” has been added.

 

Lastly the findings and recommendations have been separated into two distinct sections given the upfront summary of recommendations.  Again, please read carefully to ensure it is coherent.

 

In terms of  prioritization and implementation, Larry has the following recommendation:

 

-          There should be a new section added near the front that makes the following points:

o   Presumption that all recommendations will be implemented;

o   Only reason not to is some conclusion by the Board that the recommendation cannot be implemented or would be unreasonably expensive/time consuming to implement;

o   The Board should provide a status report on all recommendations by the March meeting in San Francisco;

o   A final report by the Board should be provided in June that describes: 1) what recommendations have been fully implemented; 2) the status and schedule for completing/implementing the remaining recommendations; and, 3) the identification of recommendations the Board has concluded it cannot implement including a detailed explanation as to why the recommendation(s) cannot be implemented.

 

Consistent with the request from the Board that it would be helpful for the ATRT to prioritize the recommendations, Larry’s priorities are 10, 12, 17, 18, and 19.  Please note, I’m working on the assumption that these are the numbers corresponding to the recommendations as put out for public comment in Oct, not the version Chris sent yesterday.

Greetings from Washington DC where Brian and I have re-drafted the recommendations to take account of our discussions in Cartagena.

 

They are attached. Please note that Warren may have some additional suggestions re section D and Larry possibly a note of two re section B.

Brian will provide a redrafted Exec Summary and annexes including our observations on the process and a note about how we handled comments.
