[AT-Review] ATRT on ICANN site and posting of RFP

Brian,

A box for Affirmation of Commitments Reviews will be added to the homepage.
Initially it will link to <http://www.icann.org/en/reviews/affirmation/>
(and can be directed elsewhere -- just let me know).
The box should be up by Friday.

As additional AoC reviews get underway, we'll create a landing page to
direct people to key activities and information.

Let me know if you need anything else.
