[AT-Review] Questions for community

Dear Cheryl and Olivier

I've drafted a basic set of questions based on paragraph 9.1. which also
pick up on Fabio's point of whether there is a problem with ICANN's
accountability and transparency.I haven't included anything from
paragraphs 7 and 8 as yet.

What I'm wondering is whether we should get these questions out quickly by
15 May and then work on the survey dimesion when we have more time to
devote to it, given that we are all travlling and are also having to get
back to our regular work in the next week?
