This is far more complex and detailed than I think is intended for a 24 hour turn around.
It approaches the level of detail of minutes in noting eg

·       Following (PDT)’s request, (BC) and (EI) to prepare questions for the Board so as to submit discussion papers as soon as possible for their consideration

and 

··       The RT decides to adopt a simplified version of the ICANN Board of Directors CoI Policy and to publicly disclose the Members’ interests in a Declaration of Interest document which is drawn on the basis of the At-Large form and contains an additional paragraph 3 from the Board’s Declaration.

 

This is far too much detail- for the latter item all that is needed is 

"A  CoI protocol was agreed upon"
I dont understand what "so as to submit discussion papers " means.. The suggestion was to prepare questions to put to the board. I don't think anyone is going to write discussion papers?



The desriptionof the operation of Chatham Rules remains wrong when it says:

Where invoked, members are expected to refrain from public reporting for the specified period. 
There is no "specified period".. except under very special conditions, which I have never encountered in practice.

The confidentiality obligation lasts forever.
