Many thanks.   The new version is much more readable.

 

Just two remarks.   We indicate that the RT has adopted a working definition
of accountability (under "Discussion of proposed Conceptual Framework").
It might be useful to add it in a footnote.   If I were a reader I would
like to know now which one has been retained.

 

Along the same lines, when we say that the RT has adopted a methodology we
should have either a link or an indication of where this document is to be
found (too long to add here).
