[AT-Review] WG 1 Draft with first cut recommendations

All,
 
Attached is my latest draft. It includes 2 sets of FIRST CUT FIRST DRAFT
recommendations (highlighted in a very nice powder blue - at least on my
computer). It also includes a note for discussion on some questions in
Area 1 highlighted in the normal boring yellow).
 
Given that everyone is travelling, I haven't sent this draft first to WG1
members for approval or comment so this is everyone's first sight of it.
 
Looking forward to a vibrant and meaningful discussion in Boston!
