[AT-Review] Master draft

Attached is the Master draft.  I will be the sole editor from here on as it
makes sense at this stage to have a single scribe.  Thank you Fabio for
adding the pagination and uniform font to the document.  I have cut into
this document the new versions of WG2 (thanks Larry) and the new version of
WG4 that I sent a couple of hours ago.  The suggested edits from Fabio,
Manal and Warren are included in this version (although some of the broader
issues raised by Fabio are for discussion within the group.)

 

The objective for our call is to reach agreement (or not) on outstanding
recommendations in WG3 (#8 and #9) and WG4 (the entirety of the
recommendations should be discussed and decided).  After that, we should
address only areas of significant weaknesses that need to be addressed (e.g.
background facts; analysis) and have clear assignments as to who will
quickly gather necessary fact to address any weaknesses.

 

I know everyone has devoted a lot of time to this effort in the last week.
Thank you for your commitment to make this a strong document.
