[AT-Review] WG2 updated issues paper

Hi all

Here is WG2's updated issue paper. We've incorporated some of  Berkman's 
comments and suggestions for questions.

We haven't finalised the interview schedule and that may deend on time 
and availability. Ideally we would like to have short interviews with 
the following:

- the ICANN Chair, Peter Dengate Thrush
- the former GAC Chair, Janis Karklins
- the interim GAC Chair and GAC JWG co-chair, Heather Dryden
- the Board JWG co-chair, Ray Plzak
- the GNSO Chair, Chuck Gomes
- the ccNSO Chair, Chris Disspain
- the GAC liaision to the SSAC

 We included the last three to help us get a sense of how the GAC 
interacts with SOs and ACs.
