[cc-humanrights] Suggested workflow for trial HRIAs

Hi everyone,

As Collin mentioned, it would be to good to get something started while 
we await the final approval and implementation of WS2.

I think the EPDP would be a good place to start for 2 reasons. Firstly 
the unique nature of it. There will be more opportunity in the future to 
do HRIA's for other PDP's but since EPDP's are rarer, it would be good 
to get a HRIA for it done while we can?

Secondly, since Collin has had the opportunity and will probably 
continue to have the chance to participate in the EPDP, it will be 
easier for us to catch up and have more insight into the process? Feel 
free to disagree and let me know if that doesn't make sense though!
