Glad to meet you on line and thank for your question if it’s not rhetoric.. Would be tedious to reopen this long discussion once more across the whole mailing list. But if your question is serious, many indicators on how to recognize a community have been given all along these years of discussion within ICANN community. You can find it in the Council of Europe report and in the documents analysed by the ICANN Ombudsman when he investigated on CPE. Always available to help you in case you have difficulty to access it. The problem exists when there are strong monetary interests against. Then no serious discussion is possible.
The wolf at the end of the Aesop’s tale ate the sheep anyway, despite all arguments and evidences provided….
If you sympathize with the wolf, I can do nothing for you. If you sympathize with the sheep, the I’m more than happy to discuss.

But what is a “community”?
It’s very easy to say that it’s a problem, but unless you define what constitutes a community then I’m not sure I can agree with you.

I totally share and support the view of Jamie.
What happened during the first round of TLD has been a dramatic experience from which we have all to learn a lot to avoid to repeat similar mistake in the future.
I would add one more point. We need also some “positive discriminations”.
It’s morally unacceptable that communities seeking to get the recognition of their rights could be trapped in a process (like the CPE), that cost 10 times more than announced/expected and drag for 5 years. And they have to support all costs, having in front giants like Amazon, Google or Tld companies that have at their payroll dozens of lawyers…
This is totally unfair and those that are fighting for their rights cannot be considered as those that are only making business as usual.
The report of Council of Europe was quite clear on its conclusions.

My apologies for not being able to join the call yesterday. I have however listened to the recording and wanted to respond to some of the questions you have noted below.

MODEL:
Proposal: Include vulnerable groups in description
I believe this is imperative to ensure further disadvantage is not created, permitted, or ignored.

METHODOLOGY:
When should the assessment be carried out?
I think it would be extremely important to have ears and voices representing the human rights impact perspective involved in PDP processes from day one and throughout to ensure that discussions are informed about human rights touch points early on and avoid policy directions that later require backtracking. I also believe that these voices will help to provide a balance to interests that may inadvertently lack consideration for the human rights impact. Being part of all public comment processes is also extremely important and necessary given that the multi-stakeholder model is fueled by documented voices, and gives preference to majority voices over minority.

What's the best way to link the energy of newcomers and expertise of outsiders with the knowledge of ICANN veterans?
I'm not 100% sure that it is necessary to link newcomers to veteran knowledge at ICANN. I think it is more productive and refreshing to allow the raw instincts and experience of human rights experts to compliment or challenge PDP discussions on the merits, and not legacy. Understanding the mission and scope of ICANN is important, but I don't think full historical or procedural integration is necessary or necessarily healthy inside an organization that should be open to all inspiration and energy that helps it better develop policy to serve the global public interest.
