[cc-humanrights] Human Rights Updates and Potential next steps

Hi,

1) I'm not sure what would be the alternative that would be the pumpkin 
that the temp spec turns into

2) I think there should be a strong message that the temp spec be made 
the permanent spec if the ePDP is unable to produce anything.
