[Area 4] CCWG4...clarification.

1) In developing a scenario, I am really not clear the difference between a
long term contract and a cooperate agreement in USG language.
It seems that whilst ARIN's for example is accepted as cooperate agreement
by CO via NTIA, the IANA contract can be interpreted either way?
This would in some way impact on any notion of transition?

2)  Icann contractually obligated to keeping any 2 of its 4 data centers
operational for IANA related data.
Scenario: 3 of its 4 data centers are breached.
