I am sorry Eric.. My understanding is that the expression "IANA operator"
referred to Verisign.  So I though that the scearaio pertained to Verisign
Contract rather than the NTIA like contract to IANA.  Will wait for a
clarification from Olivier and then correct the response in the spreadsheet
