Has a calendar invitation circulated for this meeting?  I will likely miss the first 45 minutes or  so due to a conflicting meeting.

That said, having gone through these materials we have a view that we would like to share and ideas about how to help focus or prioritize the WP1 efforts.  Is there any chance to move the meeting back by an hour ot to address other matters first and schedule the legal discussion for the second half of the call?

Legal Subteam and Counsel:

I am forwarding the draft prepared by "Working Party 1" (WP1) on Community Empowerment and moving elements of the Affirmation of Commitments into the ICANN Bylaws. WP1 is meeting tomorrow, April 8 at 21.00 UTC.

WP1 has requested that counsel review and comment on this.  (Clearly, not all counsel -- some cost-effective subset of counsel.)  This should be considered a "formal" request for counsel to act.

It would be most helpful to WP1 to have counsel (see parenthetical above) on tomorrow's call, and prepared to comment.  Failing that (or in addition to that), written comments would certainly be helpful.  By copy of this email, I am asking staff to invite counsel to the call, either now or after counsel has identified the team (or person) for this call.

Note that WP1 is in "sprint" mode and is also meeting Friday (17.00) and Monday (20.00).  I am not expecting that counsel would be present on those calls unless it seems necessary based on tomorrow's call.

After this email, I will forward an email with comments on this draft from Mathieu Weill.

Dear WP1 colleagues,

Attached in PDF and .docx the first draft of the content we have prepared over the weekend to put in the Public Comment report.

It covers community powers and AOC incorporation.

Of course this is not yet perfect - we've done what we can in the very tight timeframe to get first draft material together. Thanks to those drafting team members who were able to set some time aside and add comments and thoughts to the draft. Not everybody had the chance to due to some document access issues, so I am sure our next iteration will be even better.

This will be the main subject of our WP1 call on 8 April.

I would welcome and encourage comment or discussion on the list before the meeting, as well as at the meeting. We won't prepare an updated version of this until after the WP1 call Wednesday, which will take the discussion on the call into account.

I will send this to the co-chairs and asking Leon to advance discussion / consideration with the lawyers.
