Thanks, Leon.  I've got comments on these proposed answers.

1.  On 1A I think we should add that there are different priorities for some of the community powers we seek and not all weigh them equally.  There seems to be a gradation of how much enforcement can be achieved on some of these powers and so it isn't quite a binary choice for many of us of total air tight enforcement or not.  What can be achieved in between?  That's a factor for our discussion.

2.  I am not comfortable saying that we prefer the membership model in answer 4a.  I think this point needs more discussion among both the CCWG generally and with the lawyers about what can be achieved.

3.  I do not think we should include 5e as it will likely create more problems than solve.

4.  On 2a, I want a full exploration of what be achieved before we decide if we can't have 100% air tightness we write off a model.

Those are my comments on this document.  I think we are pretty far apart on a number of key points.
